EDUCATIONAL OFFICERS: School Level
Principals and vice principals are known as school-level educational officers. All school-level educational officers must concord a valid Hawaii Country School Administrator Certificate. The Section certifies its own schoolhouse-level administrators through the Hawaii Certification Institute of School Leaders (HICISL), which is administered by the Department's Leadership Institute. Persons who possess a current, valid school level administrator license through another state may be eligible for certification in Hawaii if they meet the following requirements.

Track IV (Vice Primary Certification)

  • Possesses current, valid K-12 school level administrator license
  • Holds a Principal'due south Degree in Educational Administration or Educational Leadership from anaccredited university
  • Has a minimum of five (v) years K-12 school level experience, to include three (3) years satisfactory operation as a licensed, K-12 school level vice master (or assistant primary).
    • residency, internships and practicum under a conditional or preliminary license does notmeet the (iii) year minimum requirement.

Track V (Master Certification)

  • Possesses current, valid K-12 school level administrator license

  • Has a minimum of five (5) years G-12 school level experience, to include four (4) years satisfactory performance as a licensed, K-12 school level master or higher . Duties performed must exist comparable to a HIDOE principal.

Participation in the appropriate plan (HICISL VP Certification, HICISL Principal Certification or New Principal University) and two (2) years of satisfactory functioning evaluations during probation is required for certification.
